Ken Hoagland
President
Ken Hoagland is founder and principal in Community Capital Corp., a real estate consulting and financing firm in Denver, CO. Community Capital is a leader in affordable and senior housing by being part of developing over 6,500 affordable and senior units throughout the western United States and assisting many organizations with planning and management issues. Mr. Hoagland holds a masters in Regional Planning (UMass.-Amherst) and taught a graduate level course in real estate development finance at UC-Denver for 30 years. His 40+ years of experience includes work at HUD (Washington, D.C.), Maryland’s Community Development Agency, a private developer and a Denver lender. His civic involvement includes numerous nonprofit boards (Neighborhood Housing, Mercy Housing, Inc., Mercy Loan Fund, Kentucky Circle Village., St. Anne’s Episcopal School, Leading Age (formerly Colo. Assoc. of Homes & Services for the Aged), Colo. Housing NOW!, Colorado Housing Campaign and Housing Colorado!, Seniors, Inc. and First Plymouth Foundation) plus many community projects.
Jazmyn Gray

Jazmyn Gray is the Manager of Recovery Programs at Cross Purpose. Jazmyn is a person in long term recovery, has former justice involvement, is a former participant, and employee of The Empowerment Program. Jazmyn is a certified peer and family specialist and is actively advancing her career in organizational development. She has a passion for women who have experienced heart ache and seek opportunities to build them up by getting involved in community and developing pathways to encourage holistic growth and help individuals succeed.
Celina Duran
Secretary
Celina has worked as a public servant for more than 20 years. She earned her bachelor’s degree from the Metropolitan State University of Denver and had a master’s degree in public administration from University of Colorado Denver. Most of her work has been to support the CU Board of Regents and Colorado Commission on Higher Education. Currently she works on the budget and finance team at the University of Colorado System Office supporting the Vice President of Budget and Finance. Celina joined the University of Colorado in September 2015. She is responsible for collaborating with the campus budget directors on the budget process to present to the Board of Regents. She provides support to the Budget and Finance office in the development of the annual budget, assists in preparing responses to internal and external constituent requests for finance related policy questions, and continually works to improve financial policy outcomes at the University. She comes from the Colorado Department of Higher Education (CDHE) where she worked on the budget team for nearly eight years specializing in financial aid policy and tuition classification. She has experience with state higher education finance policy, performance funding, and the statewide budget process. In her time at the CDHE she collaborated with campus representatives to redesign financial aid allocations and was recognized for her service at CDHE by Governor Hickenlooper in 2015. Prior to working for CDHE, she held various positions at Emily Griffith Technical College. Celina is currently finishing training as trauma informed somatic coach and breathwork facilitator.
Nadine M. Kerstetter, M.Ed.
Director
Nadine is an educator and reentry specialist for justice involved individuals. Nadine earned a bachelor's degree in communication, with a minor in women and ethnic studies, from Colorado Women's College of the University of Denver, and earned a master's degree in education from Regis University. She has been employed by Colorado Department of Corrections since January 2016, and works at Denver Women’s Correctional Facility where she teaches a college and career readiness curriculum. Nadine works part time for National Corrective Training Institute facilitating court ordered classes using the cognitive behavior change curricula Crossroads. She is also certified to teach 7 Habits, Why Try, REAL Essentials, and Decision Points. Nadine is an advocate for social justice and follows legislation as a committee member for St Andrew’s Episcopal Church, Social Justice Ministry and Colorado Council of Churches, Voices for Justice. She also serves on the board of Colorado Adult Education Professional Association as its secretary. Nadine has connected justice involved women to The Empowerment Program since she began working with the population as a case manager for Community Works in 2008.
Nicole Foucher
Director
Nicole received her Bachelor’s degree in Social Work in 2003 and her Master’s degree in Industrial Organizational Psychology in 2017. Nicole worked at Denver Human Services as a Social Worker for three years. From Denver Human Services, she transitioned to the Denver Workforce Center. The workforce center provides employment resources to all levels of job seekers. Nicole worked her way from Business Associate I, to Business Associate II, to Lead, to Supervisor, and finally Manager in 2017. She stayed in workforce until 2019 and then transitioned to the State of Colorado, where she currently works as an Administrator over several employment grants for underserved populations. In June 2022, she received her most recent promotion to Supervisor of Career Pathways.
Owen K. Medina Loftus
Director
Owen Medina Loftus is the senior director of external affairs at Unite America where he is responsible for overseeing and building the organization's coalitions program. Previously, he served as program director at the Gill Foundation, the leading funder of LGBT equality in the nation, where he led strategic planning, program implementation, and the organization’s allies and federal portfolios. He has also held communication director roles for notable campaigns and organizations, including in the Colorado House of Representatives; the Colorado Republican Party; and Freedom for All Americans, an LGBT rights group. Owen holds a Master of Arts degree in Art History and Visual Culture from Lindenwood University, with a research concentration on the art of Colonial New Mexico. Outside of his professional pursuits, he enjoys reading, exploring art, discovering Denver’s newest bars and restaurants, and traveling with his partner, as well as cherished family and friends.
